The Working at Height Regulations 2005 applies to all work at height where there is a risk of a fall liable to cause personal injury.
A place is ‘at height’ if a person could be injured falling from it, even if it is at or below ground level.

Hazards:
Using the wrong equipment for the task
Damaged equipment
Using equipment without prior training or instruction
Over reaching when working at height
Secondary factors such as carrying other equipment
Falls from height can result in:
Death
Serious injury
Damage to equipment
Damage to premise
Employee Responsibilities:
Use the appropriate equipment defined by risk assessments or work instructions
Use the equipment in the manner it was designed for
Carry out pre-use checks and record them appropriately
Only use equipment you are trained to use
When using ladders the following guidelines should be followed:
Maximum work duration of 30 minutes
Extendable ladders should be secured at the top
Ladder should be long enough for the job
Have a good footing
Have a 1 in 4 slope
Tips for Ladder use:
Never overreach
Ensure your footwear is free from excessive mud or grease before you climb the ladder
Never attempt to repair damaged ladders
If the ladder cannot be tied at the top, it must be fixed at the bottom or a second person must foot the ladder before it is used

Warped stiles
Excessive cracks
Splintering
Wear and tear at the head and foot of the stiles
Rungs checked for any looseness
Rungs not missing
Excessive wear or decay where the rung enters the stile
Check feet (top and bottom) are still attached to the ladder
