    Construction, Design & Management

    Accountability:

    Clients must ensure compliance with the CDM Regulation 2015 to manage and co-ordinate all stages of construction projects

    Safe to build, safe to use and safe to maintain

    Commercial Clients Must:

    Make suitable arrangements for managing a project:

    Other duty holders are appointed as appropriate

    Sufficient time and resources are allocated

    Make sure:

    Relevant information is prepared and provided to other duty holders

    The principal designer and principal contractor carry out their duties

    Welfare facilities are provided

    Designers:

    Organisations or individuals who prepare or modify designs for a building, product or system relating to construction work

    Principal Designers:

    Designers appointed by the client in projects involving more than one contractor

    Designers: What do they do?

    When preparing or modifying designs, eliminate, reduce or control foreseeable risks

    Provide information to other members of the project

    Plan, manage, monitor and coordinate health and safety in the pre-construction phase of a project

    Liaise with the principal contractor to help in the planning, management, monitoring and coordination of the construction phase

    Contractors: Plan, manage, monitor and coordinate health and safety in the construction phase of a project

    This includes:

    liaising with the client and principal designer

    preparing the construction phase plan

    organising cooperation between contractors and coordinating their work

    Contractors must make sure that:

    suitable site inductions are provided

    reasonable steps are taken to prevent unauthorised access

    welfare facilities are provided

    The HSE must be notified of projects when:

    The work lasts longer than 30 working days and have more than 20 workers working simultaneously at any point

    Or exceeds 500 person days

    Pre-construction information must include:

    Details about the project, such as client brief and key dates

    The planning and management of the project

    Arrangements to ensure co-operation and co-ordination between duty holders

    Must be relevant, have an appropriate level of detail and be proportionate

    Hazards on site and how they will be addressed

    Any relevant information in an existing health and safety file

    Construction Phase Plan must record arrangements for managing significant risk and should include:

    A description of the project inc. key dates and people

    The health and safety aims for the project

    Site rules and induction

    Fire and emergency procedures

    Welfare facilities

    Co-operation and co-ordination of work

    Fire and emergency procedures

    Construction Phase Plan must be relevant, have an appropriate level of detail and be proportionate
